CLEVELAND (Ticker) -- William Green became the latest runner to shred the Oakland Raiders' defense.

Green rushed for 145 yards and the go-ahead touchdown as the Cleveland Browns defeated the reeling Raiders, 13-7.

In his second year out of Boston College, Green became the first Brown to rush for at least 100 yards in back-to-back games since Kevin Mack in 1986. Green had 115 yards on a career-high 33 carries in last week's 33-13 win at Pittsburgh.

"I feel pretty good," Green said. "I feel confident. I feel like the sky is the limit. I have an offensive line in front of me that works extremely hard, no matter what the situation, and you cannot ask for much more than that."

The defending AFC champion Raiders (2-4) fell to 0-4 on the road for the first time since 1962. They surrendered 187 rushing yards to San Diego's LaDainian Tomlinson two weeks ago and 200 yards on the ground to the Chicago Bears last week.

Cleveland (3-3) trailed, 7-3, when kicker Phil Dawson faked a field goal and ran 14 yards for a first down to the Oakland 5. Green ran it in on the next play with 14 seconds left in the third quarter.

"I looked pretty slow on the replay," Dawson said. "I knew it was 4th-and-6 at the 19, so I had the 13-yard line pegged in the back of my mind. I just said, 'Get to the 13 and whatever happens after that, happens.' They have shown that weakness in the films."

After Cleveland took a 13-7 lead on a 32-yard field goal by Dawson with 2:29 left, the Raiders drove down the field, converting one 4th-and-1 play before falling short on another.

With 26 seconds left, Rich Gannon threw a three-yard pass to Jerry Rice along the right sideline at the Cleveland 21. But Rice, who appeared to get his right knee down, was ruled out of bounds. The call was upheld after a replay review.

"I caught the ball," said Rice, who turns 41 on Monday. "As I caught the ball, my feet were in, then my knee hit the ground. From what the referee told me, my knee hit the ground before I caught the ball. There is no way. That is something I practice all the time, unless I am just too old or too senile or something like that."

"It was on the far sideline and my persepctive was not very clear," Raiders coach Bill Callahan said. "I talked to Jerry and he said he was in. The referees did not give me an explanation."

Oakland, which committed an NFL season-high 19 penalties for 128 yards, played its third straight game without high-intensity linebacker Bill Romanowski, who is suffering from a concussion.

"You just look at the number of penalties that Oakland had," Browns coach Butch Davis said. "Some may be due to their inconsistencies and discipline, but our fans played a huge part today."

"This was a game that was marred by penalties and bad field position," Callahan said. "Whatever improvement we did make obviously got squandered in these two areas. Unfortunately, we continue to find ways to beat ourselves."

Making his third start in place of the injured Kelly Holcomb, Cleveland's Tim Couch completed 16-of-26 passes for 127 yards.

Gannon was 21-of-33 for 165 yards and one touchdown, a 10-yard pass to Teyo Johnson 5:12 into the contest that gave Oakland a 7-0 lead. It came after Anthony Dorsett picked up a fumble by Green and ran seven yards to the Cleveland 24.

"They pitched a shutout, virtually, after a turnover inside the 30-yard line (in the first quarter)," Davis said of his defense. "They did an outstanding job."

Cleveland pulled within 7-3 on a 52-yard field goal by Dawson five seconds into the second quarter.
